Ensuring workplace safety is an asset, not a liability

2011 premium rates


For 2011, the WSIB Board of Directors has decided to increase the average premium rate by two percent. To see your rate group’s 2011 premium rate, please check the table below.

In response to growing concerns about the unfunded liability (UFL) - the difference between the costs of claims currently in the system and the funds in the system to pay for them - and the future viability of the system, the WSIB has announced modest increases in employer premiums and a long-term plan for financial sustainability

This plan will ultimately ensure lower and stable premium rates for employers in the long term and help to keep Ontario among the best places in the world to live, work and do business.

Our announcement of a two-percent-per-year increase in the average premium rate doesn't mean that costs will increase by two percent for all employers for all those years. In fact, close to half of all employers will be paying the same rate for each $100 of their insurable earnings in 2011 as they are paying now.

Without the financial burden of the unfunded liability, the premium rates for Ontario employers would be very competitive with rates in other Canadian jurisdictions. That’s why the WSIB has a management action plan aimed towards the goal of full funding of the system in Ontario while eventually moving Ontario businesses to lower workplace insurance premiums.

As in previous years, the WSIB’s approach to rate-setting is based on industry accountability for workplace insurance costs. The WSIB’s decision on 2011 premium rates will help to improve the financial health of the system by addressing the unfunded liability, while being fair to the workers and employers who rely on it.

The WSIB maximum insurable earnings ceiling for 2011 is $79,600. This is an increase of 2.6 per cent from $77,600 in 2010. Changes to the maximum insurable earnings ceiling are directly linked to changes in average earnings in Ontario as measured by Statistics Canada, and provisions under the Workplace Safety and Insurance Act.

Funding review

Interested workers and employers can participate in the WSIB’s year-long Funding Review led by Professor Harry Arthurs, former Dean of Osgoode Hall Law School and President Emeritus of York University.

Professor Arthurs will seek to establish a dialogue with workers, labour, and employers of all sizes. He'll consult broadly on a range of public policy issues related to the WSIB's financial future — including appropriate funding levels for the WSIB, a current rate group model and a timeline for eliminating the UFL.
