Employer Classification Manual (ECM)


This manual contains the descriptions of the Classification Units (CUs) used by the Workplace Safety and Insurance Board (WSIB) to classify the business activities of employers in Ontario.

The ECM is used in tandem with the Operational Policy Manual (OPM), which contains policies that the WSIB uses to make decisions about employer rights and obligations, coverage of business activities, application of the Classification Scheme, employer premiums and other related issues.

The following OPM policies are particularly relevant with respect to the application of the ECM:

  • Schedules 1 & 2 (OPM document 12-01-04)
  • Employer by Application (OPM document 12-01-02)
  • The Classification Scheme (OPM document 14-01-01)
