Policy

Job-search assistance from the WSIB can be part of a VR plan when the worker and the caseworker agree that the worker is or will be job ready and can or will be able to actively search for employment.

Guidelines

Duration

The WSIB helps workers in their job search for a period of up to 6 months.

While, with the development of an effective job-search plan, extensions are not usually required, the WSIB may extend assistance for up to a further 6 months at which time the focus of the job search switches from the local labour market to the regional labour market. The extension may be granted when

  • the degree of the worker's impairment requires an extensive job search
  • the worker demonstrates a willingness to expand the job search by agreeing to a change in the vocational objectives
  • there is an unanticipated change in the labour market.

Pre-authorizing job-search assistance

As part of the VR plan (see 19-01-01, Overview) and before the job-search phase starts, caseworkers clarify the workers' situation and develop the job-search plan.

Caseworkers ensure that

  • the vocational objectives (primary, secondary) are identified
  • workers' physical capabilities are compatible with their vocational objectives
  • workers possess job search skills
  • workers have acquired or have the potential to acquire the necessary vocational skills and training
  • vocational objectives are established in relation to the workers' local geographic labour markets during the initial 6-month job-search period and in relation to the workers' regional geographic labour markets during any extended 6-month period of job search.
VR caseworkers monitor the job search and document the worker's efforts in the return-to-work phase of the VR plan.


Benefits

If workers participate in the job-search phase of a VR plan, they are eligible to receive benefits while co-operating in all aspects of a Labour Market Re-entry (LMR) plan. The benefits payable depend on the accident date (see 18-06-02, Calculating Temporary Partial Disability Benefits; 18-04-11, Supplement for Programs and LMR Plans Before and After 24 Months; or 18-07-10, Pre-1990 Pension Supplements).

This policy applies to all decisions made on or after February 1, 1991, for all accidents prior to January 1, 1998.
